Would require the agency submitting the report on a proposed Federal rule to include an assessment of
anticipated jobs gained or lost as a result of implementation, and to specify whether those jobs will
come from the public or private sector. This assessment would be part of the cost-benefit analysis
required to be submitted to the Comptroller General and made available to each House of Congress
prior to consideration of the rule.
