COMMITTEE REPORTING DEADLINES

DATE SUBJECT, SUMMARY & RULE
1/2/01 Committee Activity Reports Due - Committees must file with the House their activity reports for the 106th Congress. The reports must include a separate section summarizing the committee's oversight plans and actions taken and recommendations made with respect to each plan, plus any additional oversight activities undertaken and any recommendations made or actions taken thereon (clause 1(d) of rule XI).

Election of Committees - Standing committees must be elected by the House within seven calendar days of the convening of a Congress. Membership is selected from nominations submitted by their respective party caucuses. This Congress, Republicans elected members to committees on January 6th but Democrats missed this deadline and are expected to elect their members to committees January 30th (clause 5(a)(1) of rule X).
3/1/01 Committee Organizing Meetings/Adoption of Committee Rules - If, as expected, election of committees is completed on January 30th, committees should meet by March 1st to adopt written rules governing their procedures in order to accommodate the requirement for printing. If election occurs after January 30th, an organizational meeting should be held within 30 days after election (clause 2(a) of rule XI).
3/1/01 Publication of Committee Rules in Congressional Record - If election of committees is completed on January 30th, committees must publish their rules in the Congressional Record no later than March 1st. If election is completed after January 30th, such rules must be published not later than 30-days after the election of the full committee (clause 2(a) of rule XI).
2/15/01 Adoption of Committee Oversight Plans - Committees must meet and, with a quorum present, adopt their oversight plans for that Congress. The plans must be submitted simultaneously to the Committee on Government Reform and the Committee on House Administration (clause 2(d)(1) of rule X).
3/19/01* Adoption of Committee Budget Views and Estimates - Committees must meet and, with a quorum present, adopt their views and estimates on all matters within their jurisdiction to be included in the concurrent budget resolution for the coming fiscal year. These views must also provide estimates of total amounts of new budget authority and outlays to be provided or authorized in all bills within their jurisdiction during that fiscal year (clause 4(f) of rule X).

Note: The Views and Estimates should be voted by the committee and allowance should be made for the filing of views by Members of the Committee.

3/31/01 Publication of Oversight Plans - After consultation with the Speaker, the Majority Leader and the Minority Leader, the Committee on Government Reform must report to the House the oversight plans submitted by each committee, together with any recommendations for effective oversight coordination (clause 2(d)(2) of rule X).
1/2/03 Filing of Activity Reports (including oversight information) - Committees must file with the House their activity reports for the 107th Congress which must include a separate section summarizing the committee's oversight plans and actions taken and recommendations made with respect to each plan, plus any additional oversight activities undertaken and any recommendations made or actions taken thereon (clause 1(d) of rule XI).

* Section 300 of the Congressional Budget Act of 1974 and clause 4(f) of rule X require committees to submit these views and estimates not later than six weeks after the President submits the budget or at such time as the Committee on the Budget may request. The President is required to submit his budget on the first Monday in February which for calendar year 2001 falls on February 5th. Six weeks from this date ends on March 19th.
