2. Provides one hour of debate, with 40 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Foreign Affairs and 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Armed Services.

3. Waives all points of order against consideration of the resolution.

4. Provides that the resolution shall be considered as read.

5. Closed rule for H. Con. Res. 51.

6. Provides for one hour of debate on the resolution, with 30 minutes controlled by Representative Ros-Lehtinen of Florida or her designee and 30 minutes controlled by Representative Kucinich of Ohio or his designee.
