3. Waives all points of order against consideration of the resolution.

4. Provides that the resolution shall be considered as read.

6. Provides for one hour of debate on the resolution, with 30 minutes controlled by Representative Ros-Lehtinen of Florida or her designee and 30 minutes controlled by Representative Kucinich of Ohio or his designee.
