2. Provides 40 minutes of debate on each joint resolution equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.

3. Waives all points of order against consideration of each joint resolution and provides that each joint resolution shall be considered as read.

5. Provides one motion to recommit each joint resolution.

6. Section 3 of the rule provides a closed rule for H.R. 3223.
