Amendment Process Announcement for H.R. 1173

Dear Colleague:

The Committee on Rules met on January 24th and granted a rule for the consideration of H.R. 1173, the Fiscal Responsibility and Retirement Security Act of 2011, which requires that amendments be printed in the Congressional Record prior to their consideration. In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on or before the legislative day of Tuesday, January 31, 2012.

Members should draft their amendments to the bill as ordered reported by the Committee on Energy and Commerce. A more detailed description of the “pre-printing” process can be found on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
