Agreed to by record vote of 322-85, after agreeing to the amendment offered by Mr. McGovern by record vote of 226-188, on Thursday, June 27, 2019.

1. Provides for the consideration of the Senate amendment to H.R. 3401.
2. Makes in order a motion offered by the chair of the Committee on Appropriations or her designee that the House concur in the Senate amendment with an amendment consisting of the text of Rules Committee Print 116-21.
3. Waives all points of order against consideration of the motion and the Senate amendment.
4. Provides that the Senate amendment and the motion shall be considered as read.
5. Provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.
Motion by Mr. Cole to strike the provision of the rule that allows for a motion to concur to the Senate amendment with a House amendment and instead provide a motion to concur with the Senate amendment. Defeated: 3–8
Motion by Mr. Burgess to add a section to the rule that states that prior to enactment of emergency supplemental appropriations for humanitarian assistance and security, the Speaker may not entertain a motion to adjourn. Defeated: 4–8
