<section id="H13906A7341344BDAA7CA30CC871AE027" display-inline="no-display-inline"><enum>403.</enum><header>Concepts and definitions</header> <text display-inline="no-display-inline">Upon the enactment of any bill or joint resolution providing for a change in budgetary concepts or definitions, the chairman of the Committee on the Budget may adjust any appropriate levels and allocations in this resolution accordingly.</text></section> 
<section id="HAE369CCBE46C4D8ABB9E34706B146BA5" display-inline="no-display-inline" section-type="subsequent-section"><enum>404.</enum><header>Adjustments of aggregates and allocations for legislation</header> 
<subsection id="H1069D4174C774BB28B2EDDE06ACB97A6"><enum>(a)</enum><header>Enforcement</header><text display-inline="yes-display-inline">For purposes of enforcing this resolution, the revenue levels shall be those set forth in the March 2011 Congressional Budget Office baseline. The total amount of adjustments made under subsection (b) may not cause revenue levels to be below the levels set forth in paragraph (1)(A) of section 101 for fiscal year 2012 and the period comprising fiscal years 2012 to 2021.</text> </subsection> 
<subsection id="HEE0630D3A951426EAB2725B11A9680CB"><enum>(b)</enum><header>Adjustments</header><text></text> 
<paragraph id="HA4AC321A489745949AEE5428E48789D2" display-inline="yes-display-inline"><enum>(1)</enum><text>The chairman of the Committee on the Budget may adjust the allocations and aggregates of this concurrent resolution for—</text> 
<subparagraph id="H001CEF88E7FD4006A42156131A5B395B" indent="up1"><enum>(A)</enum><text>the budgetary effects of measures extending the Economic Growth and Tax Relief Reconciliation Act of 2001;</text></subparagraph> 
<subparagraph id="HC36DE13C699E450AADD0D2DB50A0737A" indent="up1"><enum>(B)</enum><text>the budgetary effects of measures extending the Jobs and Growth Tax Relief Reconciliation Act of 2003;</text></subparagraph> 
<subparagraph id="H1151515329FA4171B15F7E54DBE085DB" indent="up1"><enum>(C)</enum><text>the budgetary effects of measures that adjust the Alternative Minimum Tax exemption amounts to prevent a larger number of taxpayers as compared with tax year 2008 from being subject to the Alternative Minimum Tax or of allowing the use of nonrefundable personal credits against the Alternative Minimum Tax, or both as applicable;</text></subparagraph> 
<subparagraph id="HA9E70B307FD143209B20D7BFE7AF2950" indent="up1"><enum>(D)</enum><text>the budgetary effects of extending the estate, gift, and generation-skipping transfer tax provisions of title III of the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010;</text></subparagraph> 
<subparagraph id="H0FD3C6C672984C3B861FCF150E6D14F7" indent="up1"><enum>(E)</enum><text>the budgetary effects of measures providing a 20 percent deduction in income to small businesses;</text></subparagraph> 
<subparagraph id="H42813465937B44A3BE2A567263B757A2" indent="up1"><enum>(F)</enum><text>the budgetary effects of measures implementing trade agreements;</text></subparagraph> 
<subparagraph id="H0074D298185A494EB912C801DAA56AF5" indent="up1"><enum>(G)</enum><text>the budgetary effects of measures repealing the tax increases set forth in the Patient Protection and Affordable Care Act and the Health Care and Education Affordability Reconciliation Act of 2010; </text></subparagraph> 
<subparagraph id="H8949AFB2F26B47E4B1D4EC527F7022CD" indent="up1"><enum>(H)</enum><text>the budgetary effects of measures reforming the Patient Protection and Affordable Care Act and the Health Care and Education Affordability Reconciliation Act of 2010; and</text></subparagraph> 
<subparagraph id="H99712EAB45FF431C80D4ECF8ABA82B1D" indent="up1"><enum>(I)</enum><text>the budgetary effects of measures reforming the tax code and lowering tax rates.</text> </subparagraph></paragraph> 
<paragraph id="H73B5498D5F9D445D848922DBFD9D9BC6" indent="up1"><enum>(2)</enum><text>A measure does not qualify for adjustments under paragraph (1)(H) if it—</text> 
<subparagraph id="HDD14C7953C144647ADFF46A6FA7BB6D6"><enum>(A)</enum><text>increases the deficit over the period of fiscal years 2012 through 2021; or</text></subparagraph> 
<subparagraph id="H3C2C8D1CDAF14DB69B2B22C0E8DC5AA8"><enum>(B)</enum><text>increases revenues over the period of fiscal years 2012 through 2021, other than by—</text> 
<clause id="H08D89AD0484B4962B421742BE754315E"><enum>(i)</enum><text>repealing or modifying the individual mandate (codified as section 5000A of the Internal Revenue Code of 1986); or</text></clause> 
<clause id="HFE7E43302B96405BB60ACAABEE2BE19D"><enum>(ii)</enum><text>modifying the subsidies to purchase health insurance (codified as section 36B of the Internal Revenue Code of 1986).</text></clause></subparagraph></paragraph> </subsection> 
<subsection id="H97E77337A27E41D0BA3DD8D57246BC90"><enum>(c)</enum><header>Other adjustments</header><text display-inline="yes-display-inline">If a committee other than the Committee on Appropriations reports a bill or joint resolution, or an amendment thereto or a conference report thereon, providing for a decrease in direct spending (budget authority and outlays flowing therefrom) for any fiscal year and also provides for an authorization of appropriations for the same purpose, upon the enactment of such measure, the chairman of the Committee on the Budget may decrease the allocation to such committee and increase the allocation of discretionary spending (budget authority and outlays flowing therefrom) to the Committee on Appropriations for fiscal year 2012 and the applicable discretionary spending limits by an amount equal to the new budget authority (and the outlays flowing therefrom) provided for in a bill or joint resolution making appropriations for the same purpose.</text> </subsection> </section> 
<section id="H3EEB00BF159D4BC89150F7ECF6D02E2E" display-inline="no-display-inline" section-type="subsequent-section"><enum>405.</enum><header>Limitation on long-term spending</header> 
<subsection id="H2EAF0037F98941CBAB16ED554DD0A5E7"><enum>(a)</enum><header>In general</header><text>In the House, it shall not be in order to consider a bill or joint resolution reported by a committee (other than the Committee on Appropriations), or an amendment thereto or a conference report thereon, if the provisions of such measure have the net effect of increasing mandatory spending in excess of $5,000,000,000 for any period described in subsection (b).</text></subsection> 
<subsection id="H54BB8F470B6C409482FD0AFAE40740D4"><enum>(b)</enum><header>Time periods</header> 
<paragraph id="H7FD901E15C33496AB417F9D6ED917C49" display-inline="yes-display-inline"><enum>(1)</enum><text>The applicable periods for purposes of this section are any of the first four consecutive 10-fiscal-year periods beginning with the first fiscal year following the last fiscal year for which the applicable concurrent resolution on the budget sets forth appropriate budgetary levels.</text></paragraph> 
<paragraph id="H9FB3EEEE32AB4386A602EC2B42877B45" indent="up1"><enum>(2)</enum><text>In this paragraph, the applicable concurrent resolution on the budget is the one most recently adopted before the date on which a committee first reported the bill or joint resolution described in paragraph (1).</text></paragraph></subsection></section> 
<section id="H1603118BBDE7466DB829D67F0727ED5A"><enum>406.</enum><header>Budgetary treatment of certain transactions</header> 
<subsection id="H992A5A64587044D9A9400D8364B710D7"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">Notwithstanding section 302(a)(1) of the Congressional Budget Act of 1974, section 13301 of the Budget Enforcement Act of 1990, and section 4001 of the Omnibus Budget Reconciliation Act of 1989, the joint explanatory statement accompanying the conference report on any concurrent resolution on the budget shall include in its allocation under section 302(a) of the Congressional Budget Act of 1974 to the Committee on Appropriations amounts for the discretionary administrative expenses of the Social Security Administration and the United States Postal Service.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H1BED3B075D514AA7951D9C54A6BE1210"><enum>(b)</enum><header>Special Rule</header><text>For purposes of applying section 302(f) of the Congressional Budget Act of 1974, estimates of the level of total new budget authority and total outlays provided by a measure shall include any off-budget discretionary amounts.</text></subsection> 
<subsection id="HFB77B8E8536F4946AEBCC69F706CC607"><enum>(c)</enum><header>Adjustments</header><text display-inline="yes-display-inline">The chairman of the Committee on the Budget may adjust allocations and aggregates for legislation reported by the Committee on Oversight and Government Reform that reforms the Federal retirement system, but does not cause a net increase in the deficit for fiscal year 2012 and the period comprising fiscal years 2012 to 2021.</text></subsection></section> 
<section display-inline="no-display-inline" id="H276C62C3AA58437AB911D7DB45AD3B44" section-type="subsequent-section"><enum>407.</enum><header>Application and effect of changes in allocations and aggregates</header> 
<subsection id="H2C7104FF80964BAEB178C1424FBE8970"><enum>(a)</enum><header>Application</header><text>Any adjustments of allocations and aggregates made pursuant to this resolution shall—</text> 
<paragraph id="H76AEC6DC2A6245569B34A55D3F6AF3D0"><enum>(1)</enum><text>apply while that measure is under consideration;</text></paragraph> 
<paragraph id="H9E32CA6ED6DB4F4DA768F12A5A34C1B7"><enum>(2)</enum><text>take effect upon the enactment of that measure; and</text></paragraph> 
<paragraph id="H7B6D5510FEA54F9EB07ED308AD4CC4CB"><enum>(3)</enum><text>be published in the Congressional Record as soon as practicable.</text></paragraph></subsection> 
<subsection id="H17C937FB69784D6A99A530C9B2A46B0A"><enum>(b)</enum><header>Effect of Changed Allocations and Aggregates</header><text>Revised allocations and aggregates resulting from these adjustments shall be considered for the purposes of the Congressional Budget Act of 1974 as allocations and aggregates included in this resolution.</text></subsection> 
<subsection id="H9B5FEDC166BB49D4A3CEBF920A49709F"><enum>(c)</enum><header>Budget Committee Determinations</header><text>For purposes of this resolution, the levels of new budget authority, outlays, direct spending, new entitlement authority, revenues, deficits, and surpluses for a fiscal year or period of fiscal years shall be determined on the basis of estimates made by the Committee on the Budget.</text></subsection> 
<subsection id="H2D84D89130CC4AC0B5029ECCD848BE86" display-inline="no-display-inline"><enum>(d)</enum><header>Exemptions</header><text display-inline="yes-display-inline">Any legislation for which the chairman of the Committee on the Budget makes adjustments in the allocations and aggregates of this concurrent resolution on the budget and complies with the Congressional Budget Act of 1974 shall not be subject to the points of order set forth in clause 10 of rule XXI of the Rules of the House of Representatives or section 405.</text></subsection> </section> 
<section id="H938E585677B24FCD883570720DE8EF90"><enum>408.</enum><header>Fair value estimates</header> 
<subsection id="HF9EB2FE8953046E092CC3BEF46CB9F7F"><enum>(a)</enum><header>Request for supplemental estimates</header><text display-inline="yes-display-inline">Upon the request of the chairman or ranking member of the Committee on the Budget, any estimate prepared for a measure under the terms of title V of the Congressional Budget Act of 1974, <quote>credit reform</quote>, as a supplement to such estimate of the Congressional Budget Office shall, to the extent practicable, also provide an estimate of the current actual or estimated market values representing the <quote>fair value</quote> of assets and liabilities affected by such measure.</text></subsection> 
<subsection id="HF2A1D00CE8B34B1A88876718BA918200"><enum>(b)</enum><header>Enforcement</header><text>If the Congressional Budget Office provides an estimate pursuant to subsection (a), the chairman of the Committee on the Budget may use such estimate to determine compliance with the Congressional Budget Act of 1974 and other budgetary enforcement controls. </text></subsection></section> 
<section id="HEF1EE88B0083464E9E32D345BD955FD4"><enum>409.</enum><header>Exercise of rulemaking powers</header> 
<subsection id="H5F773667857B42728C339CEB0E083A2E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The House adopts the provisions of this title—</text> 
<paragraph id="HE693EF3A237C45E5A9064583FB0CA859"><enum>(1)</enum><text>as an exercise of the rulemaking power of the House of Representatives and as such they shall be considered as part of the rules of the House, and these rules shall supersede other rules only to the extent that they are inconsistent with other such rules; and</text></paragraph> 
<paragraph id="H2854C8926E824F1C9418AAEDB061DBDA"><enum>(2)</enum><text>with full recognition of the constitutional right of the House of Representatives to change those rules at any time, in the same manner, and to the same extent as in the case of any other rule of the House of Representatives.</text></paragraph></subsection> 
<subsection id="H5EDA0CBDBA6F4AC4964FC254C637250D" display-inline="no-display-inline"><enum>(b)</enum><header>Limitation on application</header><text>The following provisions of H. Res. 5 (112th Congress) shall no longer have force or effect:</text>

<section id="HC2311C85BF2D48259FA95F1093DAA538" section-type="subsequent-section" display-inline="no-display-inline"><enum>501.</enum><header>Policy Statement on Medicare</header> 
<subsection id="HA6758D5857494C82852FA6499C65B84B"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following: </text> 
<paragraph id="H6514B68F659641E4B5C0C7344F289BB8"><enum>(1)</enum><text display-inline="yes-display-inline">More than 46 million Americans depend on Medicare for their health security.</text></paragraph> 
<paragraph id="HA7C93DFB409E407790A82E3960A03AAE"><enum>(2)</enum><text display-inline="yes-display-inline">The Medicare Trustees report has repeatedly recommended that Medicare’s long-term financial challenges be addressed soon. Each year without reform, the financial condition of Medicare becomes more precarious and the threat to those in and near retirement becomes more pronounced. According to the Congressional Budget Office—</text> 
<subparagraph id="H6E4C53B804FF47AEA8731F7D58981BA4"><enum>(A)</enum><text display-inline="yes-display-inline">the Hospital Insurance Trust Fund will be exhausted in 2020 and unable to pay scheduled benefits; and</text></subparagraph> 
<subparagraph id="H77165826199B44219531ACBC07814569"><enum>(B)</enum><text display-inline="yes-display-inline">Medicare spending is growing faster than the economy. Medicare outlays are currently rising at a rate of 7.2 percent per year, and under CBO’s alternative fiscal scenario, mandatory spending on Medicare is projected to reach 7 percent of GDP by 2035 and 14 percent of GDP by 2080.</text></subparagraph></paragraph> 
<paragraph id="H7C073935ABDC42FF800375880A64BF66"><enum>(3)</enum><text display-inline="yes-display-inline">Failing to address this problem will leave millions of American seniors without adequate health security and younger generations burdened with enormous debt to pay for spending levels that cannot be sustained.</text></paragraph></subsection> 
<subsection id="HBAC874517E8A476588690C132B3C2C57"><enum>(b)</enum><header>Policy on medicare reform</header><text display-inline="yes-display-inline">It is the policy of this resolution to protect those in and near retirement from any disruptions to their Medicare benefits and offer future beneficiaries the same health care options available to Members of Congress.</text></subsection> 
<subsection id="HB7C3458D8FC44C13B42928B387A0B04A"><enum>(c)</enum><header>Assumptions</header><text display-inline="yes-display-inline">This resolution assumes reform of the Medicare program such that:</text> 
<paragraph id="H3E336A3C1D1A4AA4B6B84F7F1B412A72"><enum>(1)</enum><text display-inline="yes-display-inline">Current Medicare benefits are preserved for those in and near retirement, without changes.</text></paragraph> 
<paragraph id="HA94FB5180FC441428D06C3D14980CA0F"><enum>(2)</enum><text>For future generations, when they reach eligibility, Medicare is reformed to provide a premium support payment and a selection of guaranteed health coverage options from which recipients can choose a plan that best suits their needs.</text></paragraph> 
<paragraph id="H7203FECD0C6744D985383BF59165308E"><enum>(3)</enum><text>Medicare will provide additional assistance for lower-income beneficiaries and those with greater health risks.</text></paragraph> 
<paragraph id="H6A0962C7DA1145EEAB1839DCF9E4B85C"><enum>(4)</enum><text>Medicare spending is put on a sustainable path and the Medicare program becomes solvent over the long-term.</text></paragraph></subsection></section> 
<section id="HCBA8E9399140426098CF1CC86D6B9ACF"><enum>502.</enum><header>Policy Statement on Social Security</header> 
<subsection id="H2FC5772478EB40698D74428F88E63FE1"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following:</text> 
<paragraph id="H794A2635DF8945E19025471E51FED636"><enum>(1)</enum><text>More than 50 million retirees and individuals with a disability depend on Social Security for a key part of their income. Since enactment, Social Security has served as a vital leg on the <quote>three-legged stool</quote> of retirement security, which includes employer provided pensions as well as personal savings.</text></paragraph> 
<paragraph id="HB3837A0C120841F2BD4E6AAFC8889498"><enum>(2)</enum><text>The Social Security Trustees report has repeatedly recommended that Social Security’s long-term financial challenges be addressed soon. Each year without reform, the financial condition of Social Security becomes more precarious and the threat to seniors and those receiving Social Security disability benefits becomes more pronounced:</text> 
<subparagraph id="H9488B76E23CC41279613EDA760DA7383"><enum>(A)</enum><text>In 2018, the Federal Disability Insurance Trust Fund will be exhausted and will be unable to pay scheduled benefits.</text></subparagraph> 
<subparagraph id="H27DAE07394F348A1AE847B3A3BDC6581"><enum>(B)</enum><text>In 2037, the combined Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund will be exhausted, and will be unable to pay scheduled benefits.</text></subparagraph> 
<subparagraph id="H3A804076FD5840039703FDB9D287E36F"><enum>(C)</enum><text>With the exhaustion of the Trust Funds in 2037, benefits will be cut 22 percent across the board, devastating those currently in or near retirement and those who rely on Social Security the most.</text></subparagraph></paragraph> 
<paragraph id="HA8B1346831D84AD18C738AEC42FB5B7B"><enum>(3)</enum><text>The current recession has exacerbated the crisis to Social Security. The most recent CBO projections find that Social Security has entered into permanent cash deficits.</text></paragraph> 
<paragraph id="H2C675056CD3C4674B10CC45161C702F5"><enum>(4)</enum><text>Lower-income Americans rely on Social Security for a larger proportion of their retirement income. Therefore, reforms should take into consideration the need to protect lower-income Americans’ retirement security.</text></paragraph> 
<paragraph id="HA06E4822C4F04EFD80093BF83D332846"><enum>(5)</enum><text>Americans deserve action by their elected officials on Social Security reform. It is critical that the Congress and the administration work together in a bipartisan fashion to address the looming insolvency of Social Security. In this spirit, this resolution creates a bipartisan opportunity to find solutions by requiring policymakers to ensure that Social Security remains a critical part fo the safety net. </text></paragraph></subsection> 
<subsection id="HE4BB5E2E02804D28BA7F836C8B2540C0"><enum>(b)</enum><header>Policy on Social Security</header><text>It is the policy of this resolution that Congress should work on a bipartisan basis to make Social Security permanently solvent. This resolution assumes reform of a current law trigger, such that—</text> 
<paragraph id="H7C7B6EB1A47944EC8C0A7C384E690070"><enum>(1)</enum> 
<subparagraph id="HC9946223865A4930A55174DF312BE72B" commented="no" display-inline="yes-display-inline"><enum>(A)</enum><text>if in any year the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund in its annual Trustees’ Report determines that the 75-year actuarial balance of the Social Security Trust Funds is in deficit, and the annual balance of the Social Security Trust Funds in the 75th year is in deficit, the Board of Trustees should, not later than September 30 of the same calendar year, submit to the President recommendations for statutory reforms necessary to achieve a positive 75-year actuarial balance and a positive annual balance in the 75th year; and</text></subparagraph> 
<subparagraph id="H9BA6E6D4AA634FEEBB2EED012DC05315" indent="up1"><enum>(B)</enum><text>such recommendations provided to the President should be agreed upon by both Public Trustees of the Board of Trustees;</text></subparagraph></paragraph> 
<paragraph id="H4B94C99ED2B2499ABCB8AE09C342C8E9"><enum>(2)</enum> 
<subparagraph id="H16780BB708C8432E916761A25523476B" commented="no" display-inline="yes-display-inline"><enum>(A)</enum><text>not later than December 1 of the same calendar year in which the Board of Trustees submits its recommendations, the President shall promptly submit implementing legislation to both Houses of Congress, including recommendations necessary to achieve a positive 75-year actuarial balance and a positive annual balance in the 75th year; and</text></subparagraph> 
<subparagraph id="H05E356555D84431A9DFD3659F60D1347" indent="up1"><enum>(B)</enum><text>the Majority Leader of the Senate and the Majority Leader of the House should introduce such legislation upon receipt;</text></subparagraph></paragraph> 
<paragraph id="HF9AE7BE31BC4406B8D22D4FD87F52DDC"><enum>(3)</enum><text>within 60 days of the President submitting legislation, the committees of jurisdiction to which the legislation has been referred should report such legislation, which should be considered by the full House or Senate under expedited procedures; and</text></paragraph> 
<paragraph id="H451264C3A09744438FFCE7A8EF92A252"><enum>(4)</enum><text>legislation submitted by the President should—</text> 
<subparagraph id="H09252C0FB298477BBE83AEE89831FB43"><enum>(A)</enum><text>protect those in and near retirement;</text></subparagraph> 
<subparagraph id="HCA41AB9F402B479EA7D17C2F508A256B"><enum>(B)</enum><text>preserve the safety net for those who rely on Social Security, including survivors and those with disabilities;</text></subparagraph> 
<subparagraph id="H75BD8B4ADAEE45F984F569F24FE2F844"><enum>(C)</enum><text>improve fairness for participants; and</text></subparagraph> 
<subparagraph id="HC2BF679271E74973962E236762E2F79C"><enum>(D)</enum><text>reduce the burden on, and provide certainty for, future generations.</text></subparagraph></paragraph></subsection></section> 
<section id="H1E2D6B55100A4FC0A332A6245A334CA3"><enum>503.</enum><header>Policy statement on budget enforcement</header> 
<subsection id="H8E88AEE3F67D475A913AA0EC4C914C59" display-inline="no-display-inline"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following:</text> 
<paragraph id="H5D7C9C72DD834E29B7E218BCDF012698"><enum>(1)</enum><text display-inline="yes-display-inline">The President’s fiscal year 2012 budget requests a $13 trillion increase in the debt subject to limit over the period of years covered by the budget.</text></paragraph> 
<paragraph id="H42BFD1F3951B479A80167A18D37202A6"><enum>(2)</enum><text>Under the President’s fiscal year 2012 budget, according to the Congressional Budget Office, debt held by the public will rise to 69 percent of gross domestic product in 2011 and will reach 87.4 percent of gross domestic product by 2021.</text></paragraph> 
<paragraph id="HCCFD79A92503488EA54E8E85D2CD03A3"><enum>(3)</enum><text>The Congressional Budget Office, the Federal Reserve, the General Accountability Office, the President’s National Commission on Fiscal Responsibility and Reform, and ten former Chairmen of the Council of Economic Advisors all concluded that debt is growing at unsustainable rates and must be brought under control.</text></paragraph> 
<paragraph id="H7FC24B6ABD604BA7AA3AD14FCC2B77C1"><enum>(4)</enum><text>Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, stated, <quote>Our national debt is our biggest national security threat.</quote>.</text></paragraph> 
<paragraph id="H0E9BD2E277A74D018B79B57EF376A013"><enum>(5)</enum><text>According to the Congressional Budget Office, if entitlements are not reformed, entitlement spending on Social Security, Medicare, and Medicaid will exceed the historical average of revenue collections as a share of the economy within forty years.</text></paragraph> 
<paragraph id="H251966CC9AFD4BDB9D4C9FB750F10B6B"><enum>(6)</enum><text>According to the Congressional Budget Office, under current policies, debt would reach levels that the economy could no longer sustain in 2037 and a fiscal crisis is likely to occur well before that date.</text></paragraph> 
<paragraph id="H3A259969A08D4C41B405AEEB749E35BE"><enum>(7)</enum><text>To avoid a fiscal crisis, Congress must enact legislation that makes structural reforms to entitlement programs.</text></paragraph> 
<paragraph id="HC61BBA3B6F1A430FA9470380A03CA6F7"><enum>(8)</enum><text>Instead of automatic debt increases (the <quote>Gephardt rule</quote> was repealed by the House in House Resolution 5) and automatic spending increases, Congress needs to put limits on spending with automatic reductions if spending limits are not met.</text></paragraph>

Greater transparency and controls, particularly for entitlement spending in the long-term, are needed to provide Congress with tools to tackle this growing threat of a fiscal crisis.</text> </paragraph> </subsection> 
<subsection id="H25BCBC8D5E964C63B7A1F23EF045CEDD"><enum>(b)</enum><header>Policy on debt controls</header><text>It is the policy of this concurrent resolution on the budget that in order to begin to bring debt under control the following statutory spending and debt controls are needed:</text> 
<paragraph id="H0ECEE17439DA4DFD89D7A5E7D30244D4"><enum>(1)</enum><text>Enforceable statutory caps on discretionary spending at levels set forth in this fiscal year 2012 concurrent resolution on the budget for the period of fiscal years 2012 through 2021.</text></paragraph> 
<paragraph id="H4B9513BBEAB44FFF821B571151954EA6"><enum>(2)</enum><text>Any increase in the statutory debt limit be accompanied by the enactment of a budget enforcement mechanism to ensure that if spending reductions are not achieved there would be—</text> 
<subparagraph id="H341421C1DAAF42FB939A30B8657629FA"><enum>(A)</enum><text>an across-the-board reduction in spending at the end of the year;</text></subparagraph> 
<subparagraph id="H7C2ACD60C60946F1B7879BB143214563"><enum>(B)</enum><text>a fast-track process or failsafe mechanism to give Congress the ability to expedite consideration of legislation to reduce spending and avoid the automatic across-the-board spending reductions; and</text></subparagraph> 
<subparagraph id="H1CBA9BB0EADE4E48B173FA5EC33D7DCF"><enum>(C)</enum><text>an exemption of Social Security from these enforcement mechanisms, with Social Security solvency ensured as provide in section 502.</text></subparagraph></paragraph> 
<paragraph id="H601DDA70DFF243069068F9C278732700"><enum>(3)</enum><text>Limits on total spending with long-term structural reforms that—</text> 
<subparagraph id="HAD31D78B55B04425B16D140F6F794A8D"><enum>(A)</enum><text display-inline="yes-display-inline">require—</text> 
<clause id="HCB01C94B991044CCA0500A47080AA930"><enum>(i)</enum><text>the Office of Management and Budget and the Congressional Budget Office to make long-term budget projections (similar to the timeframes of projections made by the Social Security and Medicare trustees);</text></clause> 
<clause id="H1C0B83B2B7BE4DFEBECC211606B8DB3D"><enum>(ii)</enum><text>the inclusion of the estimated long-term fiscal impact of the President’s budget in the President’s annual budget submission;</text></clause> 
<clause id="HA98337AE892945FD8692B7B41627D239"><enum>(iii)</enum><text>in the Congressional Budget Office’s reestimate of the President’s budget, an estimate of the long-term impact of the President’s budget; and</text></clause> 
<clause id="H2CD343354E2244A0A6BECDB2947163AC"><enum>(iv)</enum><text>in Congressional Budget Office estimates on legislation, an estimate of the long-term impact of legislation that has a significant impact on the long-term budget;</text></clause></subparagraph> 
<subparagraph id="H94939CD494D04DF9B66F11243ED35769"><enum>(B)</enum><text display-inline="yes-display-inline">require enactment of enforceable caps on total spending as a share of gross domestic product as set forth in this resolution;</text></subparagraph> 
<subparagraph id="H34E89556AA0B4ADBBD73AD9B7F39F3C2"><enum>(C)</enum><text display-inline="yes-display-inline">require the review by Congress of Congressional Budget Office projections relative to the statutory caps and enactment of legislation to reduce spending to meet those caps;</text> </subparagraph> 
<subparagraph id="HC144C33513094B14A638EF463CB930DC"><enum>(D)</enum><text display-inline="yes-display-inline">require enactment of an enforcement mechanism to ensure that if these spending reductions are not achieved, there would be an across-the-board reduction in spending at the end of the year;</text></subparagraph> 
<subparagraph id="H2005CE1E50E74DDAA92825E3947EBFD0"><enum>(E)</enum><text display-inline="yes-display-inline">require enactment of a fast-track process or failsafe mechanism to provide Congress with the ability to expedite consideration of legislation to reduce spending and avoid the automatic across-the-board spending reductions; and</text></subparagraph> 
<subparagraph id="HCF4923B638BD4ABC983206DE9B2756D0"><enum>(F)</enum><text display-inline="yes-display-inline"> exempt Social Security from these enforcement mechanisms, with Social Security solvency ensured as provided in section 501.</text></subparagraph></paragraph></subsection></section> </title> 
<title id="HAAEAD64B623F4E7CA60A985B8CC70B36"><enum>VI</enum><header>Sense of the House provisions</header> 
<section id="HA14462CF92C646BD82A4804BEBDAC772"><enum>601.</enum><header>Sense of the House on a responsible deficit reduction plan must consider all programs, including those at the Pentagon and the other national security agencies</header><text display-inline="no-display-inline">It is the sense of the House that the Nation’s debt is an immense security threat to our country, just as Admiral Mullen, Chairman of the Joint Chiefs of Staff, has stated; the Government Accountability Office has recently issued a report documenting billions of dollars of waste and duplication at Government agencies, including the Department of Defense, and the Department of Defense has never passed a clean audit; the bipartisan National Commission on Fiscal Responsibility and Reform and the bipartisan Rivlin-Domenici Debt Reduction Task Force were correct in concluding that all programs, including national security, should be <quote>on the table</quote> as part of a deficit reduction plan; and any budget plan serious about reducing the deficit must follow this precept to consider all programs, including national security programs, the largest segment of discretionary spending.</text></section> 
<section id="H5309446B2DC84BB38F2A65AFF6F1CA1E"><enum>602.</enum><header>Sense of the House regarding the importance of child support enforcement</header><text display-inline="no-display-inline">It is the sense of the House that—</text> 
<paragraph id="H9EBCE26CE41B49D0B581E1D3B88474D5"><enum>(1)</enum><text>additional legislative action is needed to ensure that States have the necessary resources to collect all child support that is owed to families and allow them to pass 100 percent of support on to families without financial penalty; and</text></paragraph> 
<paragraph id="H5388595BE3F6497A8E541EA38FB71DE9"><enum>(2)</enum><text>when 100 percent of child support payments are passed to the child, rather than administrative expenses, program integrity is improved and child support participation increases.</text></paragraph></section></title>
