<paragraph id="HDFE52E20D6B44C87A4BD1553D99993D9"><enum>(1)</enum><text>by striking the date specified in section 106(3) and inserting <quote>December 23, 2022</quote>;</text></paragraph>

<subsection id="HBF855BA2ECE44AB484EC4E65D2D58AD7"><enum>(b)</enum><header>Amendment of Sentencing Reform Act of 1984</header><text>For purposes of section 235(b) of the Sentencing Reform Act of 1984 (18 U.S.C. 3551 note; Public Law 98–473; 98 Stat. 2032), as such section relates to chapter 311 of title 18, United States Code, and the United States Parole Commission, each reference in such section to <quote>35 years</quote> or <quote>35-year period</quote> shall be deemed a reference to <quote>35 years and 53 days</quote> or <quote>35-year and 53-day period</quote>, respectively.</text></subsection></section>

<section id="HD18F1AB480274EDE8C695024183B1519" section-type="subsequent-section"><enum>201.</enum><header>Extension of maternal, infant, and early childhood home visiting programs</header><text display-inline="no-display-inline">Activities authorized by section 511 of the Social Security Act shall continue through December 23, 2022, and out of any money in the Treasury of the United States not otherwise appropriated, there is hereby appropriated for such purpose an amount equal to the pro rata portion of the amount appropriated for such activities for fiscal year 2022.</text></section> 
<section id="HE298CBCA38AF4D4A97B1410D5AB087FE"><enum>202.</enum><header>Extension of child and family services programs</header><text display-inline="no-display-inline"> Activities authorized by part B of title IV of the Social Security Act shall continue through December 23, 2022, in the manner authorized for fiscal year 2022, and out of any money in the Treasury of the United States not otherwise appropriated, there are hereby appropriated such sums as may be necessary for such purpose.</text></section></title>

<section id="H02BB4C3032954F8A9DA99430B0882775"><enum>301.</enum><header>Reauthorization of the critical path public-private partnership</header><text display-inline="no-display-inline">Section 566(f) of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360bbb–5(f)) is amended by striking <quote>$1,265,753 for the period beginning on October 1, 2022 and ending on December 16, 2022</quote> and inserting <quote>$1,380,822 for the period beginning on October 1, 2022 and ending on December 23, 2022</quote>.</text></section>

<section id="H48A29A92EDA94D098D3C5EB5576CE03A" section-type="subsequent-section"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Research and Estimates of Changes In Precipitation Act</short-title></quote> or the <quote><short-title>PRECIP Act</short-title></quote>.</text></section> 
<section id="H9374C1E342914909B704852560280169"><enum>2.</enum><header>Amendment to the Weather Research and Forecasting Innovation Act of 2017 relating to improving Federal precipitation information</header> 
<subsection id="HAD04B31EC0604E6BBFBDCD15562CD708"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8501 et seq.) is amended by adding at the end the following:</text>

<title id="H2C4CE65ADC7C4343BA1F67E63181B9EC"><enum>VI</enum><header>Improving Federal Precipitation Information</header> 
<section id="HBEA4A4619041474B9A5004DF4DEFD95C"><enum>601.</enum><header>Study on precipitation estimation</header> 
<subsection id="H59B5F44F1AF14B70A52B3B111F283342"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of the PRECIP Act, the Administrator, in consultation with other Federal agencies as appropriate, shall seek to enter an agreement with the National Academies—</text> 
<paragraph id="H7E5171451030415A89719E5525798519"><enum>(1)</enum><text>to conduct a study on the state of practice and research needs for precipitation estimation, including probable maximum precipitation estimation; and</text></paragraph> 
<paragraph id="HD286FAA9F05E47A0B2806875DE2D797B"><enum>(2)</enum><text display-inline="yes-display-inline">to submit, not later than 24 months after the date on which such agreement is finalized, to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, and make publicly available on a website, a report on the results of the study under paragraph (1). </text></paragraph></subsection> 
<subsection id="H598458AFABBD4140AD75F70BC0373059"><enum>(b)</enum><header>Study</header><text display-inline="yes-display-inline">The report under subsection (a) shall include the following: </text> 
<paragraph id="H31A115DEA90C4A8495B53B3670B9EAE5"><enum>(1)</enum><text display-inline="yes-display-inline">An examination of the current state of practice for precipitation estimation at scales appropriate for decisionmaker needs, and rationale for further evolution of this field.</text></paragraph> 
<paragraph id="H4CAA02176F0149E6B70FE83AACE3B5EE"><enum>(2)</enum><text>An evaluation of best practices for precipitation estimation that are based on the best-available science, include considerations of non-stationarity, and can be utilized by the user community.</text></paragraph> 
<paragraph id="H97FC1A6130364802BA4C4FF0B22A54BA"><enum>(3)</enum><text>A framework for—</text> 
<subparagraph id="H519FEE61D9994B6DBE8A07234D49EC06" commented="no"><enum>(A)</enum><text>the development of a National Guidance Document for estimating extreme precipitation in future conditions; and</text></subparagraph> 
<subparagraph id="HBE52071516C64BB59E22BE2E86DABA76"><enum>(B)</enum><text>evaluation of the strengths and challenges of the full spectrum of approaches, including for probable maximum precipitation studies.</text></subparagraph></paragraph> 
<paragraph id="HC4AA682136B041C88238C441232DFD96"><enum>(4)</enum><text display-inline="yes-display-inline">A description of existing research needs in the field of precipitation estimation in order to modernize current methodologies and consider non-stationarity.</text></paragraph> 
<paragraph id="H6553D5234F8E4966800A995B94AAFC67"><enum>(5)</enum><text display-inline="yes-display-inline">A description of in-situ, airborne, and space-based observation requirements, that could enhance precipitation estimation and development of models, including an examination of the use of geographic information systems and geospatial technology for integration, analysis, and visualization of precipitation data.</text></paragraph> 
<paragraph id="H5E0A344F70F94543A283AA5E1F088598"><enum>(6)</enum><text>A recommended plan for a Federal research and development program, including specifications for costs, timeframes, and responsible agencies for addressing identified research needs.</text></paragraph> 
<paragraph id="HECB02673F10E41B1B080AE987AC1FB8F"><enum>(7)</enum><text display-inline="yes-display-inline">An analysis of the respective roles in precipitation estimation of various Federal agencies, academia, State, tribal, territorial, and local governments, and other public and private stakeholders.</text></paragraph> 
<paragraph id="H6E91BCADDC0D40F1AD3943D85340315E"><enum>(8)</enum><text display-inline="yes-display-inline">Recommendations for data management to promote long-term needs such as enabling retrospective analyses and data discoverability, interoperability, and reuse.</text></paragraph> 
<paragraph id="H6D142610E49E4A8BA81C40C71DA4E057"><enum>(9)</enum><text>Recommendations for how data and services from the entire enterprise can be best leveraged by the Federal Government.</text></paragraph> 
<paragraph id="HC9017B2601E340D1ADA6E1220524C323"><enum>(10)</enum><text display-inline="yes-display-inline">A description of non-Federal precipitation data, its accessibility by the Federal Government, and ways for National Oceanic and Atmospheric Administration to improve or expand such datasets.</text></paragraph></subsection> 
<subsection id="H5C1EE73B5C694803A03EACC73CC6D582"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized $1,500,000 to the National Oceanic and Atmospheric Administration to carry out this study.</text></subsection></section> 
<section id="HA7251FC80F63417DA70F5669B300500B"><enum>602.</enum><header>Improving probable maximum precipitation estimates</header> 
<subsection id="HDD6EC32A2668434B893CCA65D9D9583A"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the National Academies makes public the report under section 601, the Administrator, in consideration of the report recommendations, shall consult with relevant partners, including users of the data, on the development of a plan to—</text> 
<paragraph id="H47FFA4915FD7432299EEB0B66F13898E"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 6 years after the completion of such report and not less than every 10 years thereafter, update probable maximum precipitation estimates for the United States, such that each update considers non-stationarity;</text></paragraph> 
<paragraph id="H50D2BEEDC3CE4D3CBEBE38BA6CB356D5"><enum>(2)</enum><text>coordinate with partners to conduct research in the field of extreme precipitation estimation, in accordance with the research needs identified in such report;</text></paragraph> 
<paragraph id="H41BD514580E54DB4A0ED28CFB04D1B6D"><enum>(3)</enum><text display-inline="yes-display-inline">make publicly available, in a searchable, interoperable format, all probable maximum precipitation studies developed by the National Oceanic and Atmospheric Administration that the Administrator has the legal right to redistribute and deemed to be at an appropriate state of development on an internet website of the National Oceanic and Atmospheric Administration; and</text></paragraph> 
<paragraph id="HA15BF0A6E863476DBCACE57BA063D89A"><enum>(4)</enum><text display-inline="yes-display-inline">ensure all probable maximum precipitation estimate data, products, and supporting documentation and metadata developed by the National Oceanic and Atmospheric Administration are preserved, curated, and served by the National Oceanic and Atmospheric Administration, as appropriate.</text></paragraph></subsection> 
<subsection id="HAEB852BEA562438499CAB104921A6E5A"><enum>(b)</enum><header>National Guidance Document for the Development of Probable Maximum Precipitation Estimates</header><text display-inline="yes-display-inline">The Administrator, in collaboration with Federal agencies, State, territorial, Tribal and local governments, academia, and other partners the Administrator deems appropriate, shall develop a National Guidance Document that—</text> 
<paragraph id="HF927895B732B47C3808482BDEEF49E93"><enum>(1)</enum><text>provides best practices that can be followed by Federal and State regulatory agencies, private meteorological consultants, and other users that perform probable maximum precipitation studies;</text></paragraph> 
<paragraph id="H1D5A28DA80BE48419CE6952211293D3D"><enum>(2)</enum><text>considers the recommendations provided in the National Academies study under section 601;</text></paragraph> 
<paragraph id="H03ADA9FE71B3408C978714945BC18201"><enum>(3)</enum><text>facilitates review of probable maximum precipitation studies by regulatory agencies; and</text></paragraph> 
<paragraph id="H911C968C78D5410CAB7EB3817A1F725A"><enum>(4)</enum><text>provides confidence in regional and site-specific probable maximum precipitation estimates.</text></paragraph></subsection> 
<subsection id="HA4C83B6F9308401CB1BC927879712903" display-inline="no-display-inline"><enum>(c)</enum><header>Publication</header><text>Not later than 2 years after the date on which the National Academies makes public the report under section 601, the Administrator shall make publicly available the National Guidance Document under subsection (b) on an internet website of the National Oceanic and Atmospheric Administration.</text></subsection> 
<subsection id="H7B217A2A51FE4B42B88F055C90E526B3" display-inline="no-display-inline"><enum>(d)</enum><header>Updates</header><text>The Administrator shall update the National Guidance Document not less than once every 10 years after the publication of the National Guidance Document under subsection (c) and publish such updates in accordance with such subsection. </text></subsection></section> 
<section id="HFBDF1B4534B14E40855BC5403CD0D19A" display-inline="no-display-inline" section-type="subsequent-section"><enum>603.</enum><header>Definitions</header><text display-inline="no-display-inline"> In this title:</text> 
<paragraph id="HBB16FFE707E046A2A23962C4FAF4C404"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means the Under Secretary of Commerce for Oceans and Atmosphere and Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph> 
<paragraph id="HFC50C4BD06834DC08232DFAFECE5F48C"><enum>(2)</enum><header>National Academies</header><text>The term <term>National Academies</term> means the National Academies of Sciences, Engineering, and Medicine.</text></paragraph> 
<paragraph id="H85D4F798744A451D9558E27A0F003730"><enum>(3)</enum><header>United States</header><text display-inline="yes-display-inline">The term <term>United States</term> means, collectively, each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States.</text></paragraph></section></title><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HDC344667A6AE4343A25CA917D402EEDF"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 1(b) of the Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8501 note) is amended in the table of contents by adding at the end the following:</text>
