Amendment withdrawals may be submitted using the same amendment submission form originally used to submit the amendment if accessed by the same user.
If unable to access the electronic form, amendments may be withdrawn from Committee on Rules consideration by a formal Letter of Withdrawal. This letter should be written on Congressional letterhead, detail both the number of the amendments that are being withdrawn, underlying legislation, and the Member’s signature.
The Letter of Withdrawal should be delivered as a PDF via e-mail to Rules.Amendments@mail.house.gov. A template for a withdrawal letter can be found here
