Agreed to by record vote of 228-188, after agreeing to the previous questions by record vote of 232-188 on Thursday, December 21, 2017.

MANAGERS: Woodall/McGovern

1. Provides for the consideration of the Senate amendment to H.R. 1370.

2. Makes in order a motion offered by the chair of the Committee on Appropriations or his designee that the House concur in the Senate amendment with an amendment consisting of the text of Rules Committee Print 115-52.

3. Waives all points of order against consideration of the motion.

4. Provides that the Senate amendment and the motion shall be considered as read.

5. Provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.

6. Closed rule for H.R. 4667.

7. Provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.

8. Waives all points of order against consideration of the bill and provides that it shall be considered as read.

9. Provides that the amendments printed in the Rules Committee report shall be considered as adopted and the bill, as amended, shall be considered as read.

10. Waives all points of order against provisions in the bill, as amended.

11. Provides that clause 2(e) of rule XXI shall not apply during consideration of the bill.

12. Provides one motion to recommit with or without instructions.

13. Section 3 provides that on any legislative day of the first session of the 115th Congress after December 21, 2017: the Journal of the proceedings of the previous day shall be considered as approved; and the Chair may at any time declare the House adjourned to meet at a date and time to be announced by the Chair in declaring the adjournment.

14. Section 4 provides that on any legislative day of the second session of the 115th Congress before January 8, 2018: the Speaker may dispense with organizational and legislative business; the Journal of the proceedings of the previous day shall be considered as approved if applicable; and the Chair may at any time declare the House adjourned to meet at a date and time to be announced by the Chair in declaring the adjournment.

15. Section 5 provides that the Speaker may appoint Members to perform the duties of the Chair for the duration of the period addressed by sections 3 and 4.

16. Section 6 provides that each day during the period addressed by sections 3 and 4 of the resolution shall not constitute calendar days for the purposes of section 7 of the War Powers Resolution (50 U.S.C. 1546).

17. Section 7 provides that each day during the period addressed by sections 3 and 4 of the resolution shall not constitute a legislative day for the purposes of clause 7 of rule XIII (resolutions of inquiry).
