1. Provides for the consideration of the Senate amendments to H.R. 925.
2. Makes in order a single motion offered by the chair of the Committee on Appropriations or her designee that the House: (1) concur in the Senate amendment to the title; and (2) concur in the Senate amendment to the text with an amendment consisting of the text of Rules Committee Print 116-66.
3. Waives all points of order against consideration of the motion and provides that it shall not be subject to a question of consideration or demand for division of the question.
4. Provides that the Senate amendments and the motion shall be considered as read.
5. Provides two hours of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.
