4. Provides that the Senate amendment and the motion shall be considered as read.
5. Provides two hours of debate equally divided among and controlled by the chair and ranking minority member of the Committee on the Budget or their respective designees and the chair and ranking minority member of the Committee on Ways and Means or their respective designees.
