In rule 3(c), insert the following after paragraph (1) and reorder accordingly—
“(2) No resolution providing for consideration of a budget reconciliation measure that the Joint
Committee on Taxation has determined will lower taxes for corporations and people earning
more than $400,000 a year may be reported to the House.” Defeated: 4-9
