Motion by Mr. Burgess to amend the rule to H.R. 2662 to make in order and provide the appropriate waivers to amendment #3, offered by Rep. Burgess (TX), which replaces Titles I and III of the bill with language to require a detailed rationale to be provided to Congress prior to the removal of an IG and to allow a limited exception for the President to name a non-first assistant Inspector General as Acting Inspector General in the case of a vacancy, and makes the new IG subpoena power prospective.
