Motion by Mr. McGovern to amend the rule to make in order amendment #7 to H.R. 1130, offered by Representative Kuster, which clarifies that the Department of Energy shall not deem the export of liquified natural gas to the People's Republic of China in the public interest unless the Department of Energy and Federal Energy Regulatory Commission jointly certify that liquified natural gas exports from the U.S. to China will not increase U.S. natural gas prices.
