Motion by Mr. McGovern to amend the rule to make in order amendment #46 to H.R. 140, offered by Representative McGovern, which would ensure that nothing in this act will prohibit a federal employee from advocating against the banning of books (specifically, books on topics such as communities of color, the history of slavery and/or racism in the United States, and books with LGBTQI+ characters).
