Motion by Mr. Cole to amend the rule to H.R. 3485 to make in order amendment #10, offered by Rep. Perry (PA), which precludes the sanctions prescribed in the legislation from being used against individuals exercising their freedom of speech, religion, and association. Also prevents sanctions prescribed in the legislation from being used against individuals with sincerely held religious or conscience-based beliefs. Defeated: 4–8
