In rule 3(c), insert the following after paragraph (1) and reorder accordingly—
“(2) No resolution that would have the effect of waiving a point of order available under either
clause 4(a) of rule XIII or clause 11 of rule XXI of the Rules of the House may be reported to the
House except by an affirmative vote by two-thirds of the members of the Committee.” Defeated: 4-9
