Amendment #2 strikes all after the enacting clause and inserts a study by the Comptroller General to focus on barriers to the accurate representation of Hispanics in the decennial census. Amendment #3 strikes all after the enacting clause and inserts H.R.7910, the FAIR MAPS Act, to implement independent redistricting commissions in every state. Defeated: 4–8
