Motion by Ms. Scanlon to make in order amendment #3 to S. 1318, offered by Representative Massie, which prohibits reverse targeting under FISA Section 702 by barring the intentional targeting of non-U.S. persons abroad when a significant purpose is to acquire the communications of known U.S. persons or persons located in the United States. Strengthens Fourth Amendment protections by closing a loophole that allows warrantless surveillance of Americans through foreign targeting and reinforces the requirement that U.S. persons may not be deprived of their proper legal due process.
