Res. 113, offered by Representative McGovern, which would add budget reconciliation instructions requiring the House Committee on Armed Services to submit changes in laws within its jurisdiction that increase direct spending by no less than $13 billion, out of the $60 billion that Republicans allocated for the Department of Defense, for purposes of adding the Major Richard Star Act to the reconciliation bill.
