Member Day Hearing on Proposed Rules Changes for the 120th Congress

Dear Colleague:                  

As the Committee on Rules prepares for the 120th Congress, I wanted to inform members of an important hearing my committee will be holding. As we have done in previous Congresses, the Committee on Rules will hold a Member Day hearing at 10:00 AM on Wednesday, September 2nd, 2026 in H-313, The Capitol regarding proposed changes to the standing rules of the House. 

The purpose of this hearing is to receive input from Members about possible improvements to the Rules of the House for the 120th Congress. I welcome your input and encourage you to bring your suggestions before the Committee.

Any Member wishing to testify must complete this form by 5:00 PM on Monday, August 31, 2026. I also ask that you submit a short summary of your proposal and any legislative text that may be available with your request to testify. Please make one submission per idea. All submissions will be made available to the Committee’s majority and minority staffs. Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.
