Dear Colleague:

The Committee on Rules may meet the week of January 30th to grant a rule that could limit the amendment process for floor consideration of H.R. 3578, the Baseline Reform Act of 2011. The bill was ordered reported, as amended, on January 24th by the Committee on the Budget.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 4 p.m. on Tuesday, January 31, 2012. Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the Rules Committee Print 112-9 dated January 25, 2012, which is available on the Rules Committee website.  The Rules Committee Print reflects the bill as ordered reported by the Committee on the Budget.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Karas Pattison of the Committee staff at extension 5-9191.

The Committee on Rules met on January 24th and granted a rule for the consideration of H.R. 1173, the Fiscal Responsibility and Retirement Security Act of 2011, which requires that amendments be printed in the Congressional Record prior to their consideration. In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on or before the legislative day of Tuesday, January 31, 2012.

Members should draft their amendments to the bill as ordered reported by the Committee on Energy and Commerce. A more detailed description of the “pre-printing” process can be found on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
