Dear Colleague:

The Committee on Rules may meet the week of September 5th to grant a rule that could limit the amendment process for floor consideration of H.R. 2218, Empowering Parents Through Quality Charter Schools. The bill was ordered reported on July 22nd by the Committee on Education and the Workforce.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10 a.m. on Wednesday, September 7, 2011.  Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of the bill as ordered reported by the Committee on Education and the Workforce, which is available on the Rules Committee website.    

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act. If you have any questions, please contact myself or Lydia Calio of the Committee staff at extension 5-9191.

The Committee on Rules may meet the week of July 25th to grant a rule that could limit the amendment process for floor consideration of H.R. 2587, to prohibit the National Labor Relations Board from ordering any employer to close, relocate, or transfer employment under any circumstance.  The bill was ordered reported on July 21st by the Committee on Education and the Workforce.
