The Committee on Rules is likely to meet as early as Monday, May 23, 2011 to grant a rule for the consideration of H.R. 1216, to amend the Public Health Service Act to convert funding for graduate medical education in qualified teaching health centers from direct appropriations to an authorization of appropriations. The rule may require that amendments be printed in the Congressional Record prior to their consideration. In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on the legislative day of Monday, May 23, 2011.
H.R. 1216 was reported to the House by the Committee on Energy and Commerce on April 27, 2011. Members should draft their amendments to the text of the bill as reported by the Committee on Energy and Commerce, which is available on the Rules Committee website. Also, a more detailed description of the “pre-printing” process can be found on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
