The Committee on Rules is likely to meet as early as Monday, October 3, 2011 to grant a rule for the consideration of H.R. 2250, the EPA Regulatory Relief Act of 2011, which may require that amendments be printed in the Congressional Record prior to their consideration. In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on or before the legislative day of Tuesday, October 4, 2011. The bill was ordered reported by the Committee on Energy and Commerce on September 21, 2011 and filed with the House on September 26th. Additionally, the text of the bill as ordered reported was made available electronically on the Rules Committee website on September 27, 2011. Members should draft their amendments to the bill as ordered reported. A more detailed description of the “pre-printing” process can be found on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
