Good afternoon. Today's hearing takes another step toward fulfilling a key part of House Republicans' Commitment to America. In years past, the appropriations process all too frequently began with a few multi-bill appropriations packages with amendment discussion constrained to take-it-or-leave-it en bloc packages and concluded with a massive twelve-bill omnibus appropriations package with no opportunity to amend prior to final passage.

Good afternoon. Responsible governance is a core pillar of the Republican Commitment to America. Today, the Rules Committee will continue to deliver on that promise by ensuring fiscal responsibility and addressing executive agency abuses with three measures.

Good afternoon. Today's hearing covers two items that are of vital importance to the American people.
I will first discuss H.R. 3935, the Securing Growth and Robust Leadership in American Aviation Act. This bill reauthorizes the Federal Aviation Administration, or FAA, and federal aviation programs for five years. The FAA was last reauthorized in 2018, and that statute expires at the end of September. It is imperative that Congress acts.
