Welcome to our first legislative hearing of the 118th Congress. Our business today is to consider four items.
H.J. Res. 7 and H.R. 382 both address the Administration's use of emergency designations relating to the COVID-19 pandemic.

We are here for the adoption of the committee rules and other business related to the organization of the committee for the 118th Congress.
Before we begin today's organizational meeting, I wanted to take a minute to welcome everyone to the Rules Committee.
Washington, D.C. – Congressman Tom Cole (OK-04), Chairman of the House Rules Committee, welcomed Republican members appointed to the committee by Speaker Kevin McCarthy for the 118th Congress.
The Committee on Rules will meet on Wednesday, June 21, 2023 at the start of the last vote of this series in H-313, The Capitol on the following emergency measure:
- H. Res. ___ - Relating to the resolution (H. Res. 503) impeaching Joseph R. Biden, Jr., President of the United States, for high crimes and misdemeanors.
