- Debate Time:
o H. Con Res. 25: Provides four hours of general debate with three hours equally divided and controlled by the chair and ranking minority member of the Committee on the Budget and one hour of general debate for the Joint Economic Committee. The rule also provides 30 minutes for each of the amendments made in order, except for the amendment by Mr. Mulvaney, which will be debatable for 20 minutes. Lastly, the rule provides at the end of amendment debate, for a final period of general debate, which shall not exceed 10 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Budget.
o H. Res. 115: Provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on House Administration.
