Rules Resource for H.R. 1216, H.R. 1540 & Same-day Authority for PATRIOT Act
H.R. 1216: Amends the Public Health Service Act to convert funding for graduate medical education in qualified teaching health centers from direct appropriations to an authorization of appropriations.
H.R. 1540: Authorizes appropriations for FY 2012 for military activities of the Department of Defense and for military construction, and to prescribe military personnel strengths for FY 2012.
The Rule provides for consideration of two measures; Modified open rule (allowing amendments pre-printed in the Congressional Record to be offered) for consideration of H.R. 1216. The Rule also provides for general debate of H.R. 1540. Furthermore, the Rule provides for same-day authority for consideration of expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005, through the legislative day of May 27, 2011. Amendments to H.R. 1216 must be pre-printed in the Congressional Record and are debatable under the 5-minute rule.
