The Committee on Rules will meet on Monday, June 28, 2021 at 3:00 PM EDT in H-313, The Capitol on the following measures:
- H.R. 3684—INVEST in America Act [General Debate]
- H.R. 2662—IG Independence and Empowerment Act
- H.R. 3005—To direct the Joint Committee on the Library to replace the bust of Roger Brooke Taney in the Old Supreme Court Chamber of the United States Capitol with a bust of Thurgood Marshall to be obtained by the Joint Committee on the Library and to remove certain statues from areas of the United States Capitol which are accessible to the public, to remove all statues of individuals who voluntarily served the Confederate States of America from display in the United States Capitol, and for other purposes.

- The Committee on Rules is following guidance from the Office of the Attending Physician (OAP) that requires all individuals who are not fully-vaccinated to wear face coverings and to maintain social distancing separations, which may not be possible in H-313 due to space constraints.

AMENDMENT PROCESS FOR
H.R. 3684 – INVEST in America Act (Drinking Water/Clean Water Provisions)
Dear Colleague:
The Committee on Rules is likely to meet the week of June 28 to grant a rule that may provide a structured amendment process for floor consideration of H.R. 3684, the INVEST in America Act, including for drinking water/clean water provisions just posted online as Rules Committee Print 117-9.
Any Member wishing to offer an amendment to the divisions contained in this new Rules Committee Print must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website by 10:00 a.m. on Monday, June 28, 2021. Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.
Members should draft their amendments to the text of Rules Committee Print 117-9, which contains the text of H.R. 1915, H.R. 3291, and H.R. 3293, as ordered reported by the Committees on Energy and Commerce and Transportation and Infrastructure, with modifications, and which is available on the Rules Committee website. This text just became available following the Committee on Energy and Commerce’s markup earlier today.
Please note that it is vital to select the correct entry in the online submission form to ensure each amendment receives full consideration. Select the “bill” as follows:

For late amendments to the surface transportation provisions (RCP 117-8), select “H.R. 3684 (RCP 117-8 Surface Transportation) - INVEST in America Act” in the drop-down menu.

For amendments to the drinking water/clean water provisions (RCP 117-9) select “H.R. 3684 (RCP 117-9 Water) - INVEST in America Act” in the drop-down menu.
