Press Releases
As prepared for delivery:
Good afternoon. Our southern border is consumed by chaos. This ongoing national security and humanitarian crisis of epic proportions has been inflicted upon the nation by the disastrous policies of President Biden. Yet, the White House refuses to acknowledge it or change course. In fact, as communities across the country shoulder the heavy burden of these failings, the Biden Administration and Democrats are doubling down on seizing resources from American families and diverting them to support illegal migrants.
As prepared for delivery:
Good afternoon. It's good to be with you again this week.
Our constituents expect us to deliver results and make government more efficient and effective. This direction toward accountability and transparency is part of the House Republican Commitment to America—and we are unyielding in our pursuit.
H.R. 5893, the Commerce, Justice, Science, and Related Agencies Appropriations Act for Fiscal Year 2024, is core to that agenda.
As prepared for delivery:
Good afternoon. When the American people put gavels in the hands of House Republicans, it came with the promise of changing the status quo.
As prepared for delivery:
Good afternoon. Under President Biden's direction, we've watched life get hard for Americans. A once booming economy is now ailing. Stronger wages have been replaced by emptier wallets. And the optimism families and small businesses felt for the future has diminished under the crushing weight of inflation.
As prepared for delivery:
Good afternoon. I want to welcome you all back to the Rules Committee. It has been a long few weeks in the House of Representatives, but I am very happy to continue our work on behalf of the American people. There are many promises to be kept and challenges to be addressed.
As prepared for delivery:
Good afternoon.
At the beginning of the 118th Congress, House Republicans committed to restoring regular order to the annual appropriations process. In recent years, a consensus-driven work product has been replaced by a failed status quo. The American people deserve better than the constant cycle of colossal multi-bill omnibus packages pushed right before a funding deadline. The dysfunction is further permeated by a lack of committee process, limited amendments, and inability of members to debate and revise legislation.
As prepared for delivery:
Good afternoon. I want to thank all of our members for being here on short notice.
The Committee has previously met and taken testimony on H.R. 4365, the Department of Defense Appropriations Act for fiscal year 2024, and H.R. 4368, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act for fiscal year 2024.
As prepared for delivery:
Good afternoon. Today's hearing covers three items. The first I'll discuss is our emergency measure, the Continuing Appropriations and Border Security Enhancement Act.
As prepared for delivery:
Good afternoon. In America, we understand that freedom is not guaranteed. A strong national defense is not a mere option—but a constitutional duty. It's an imperative that has been secured by the collective sacrifice of those part of the armed forces generation after generation.
From Valley Forge and the fields of Gettysburg—to the shores of Tripoli and the sands of Iwo Jima—our troops have faithfully put service above self. Whenever called, our military is there to meet their mission.
As prepared for delivery:
Good afternoon. Today's hearing takes another step toward fulfilling a key part of House Republicans' Commitment to America. In years past, the appropriations process all too frequently began with a few multi-bill appropriations packages with amendment discussion constrained to take-it-or-leave-it en bloc packages and concluded with a massive twelve-bill omnibus appropriations package with no opportunity to amend prior to final passage.
